Is EPF Alone Enough to Retire On?

JMarc · RFP2026-06-115 min read
In short

For most people, EPF alone is usually not enough. The official three tiers from 2026 (benchmark age 60) are Basic RM390,000, Adequate RM650,000 and Enhanced RM1,300,000, and Basic spread over 20 years is only about RM1,625 a month, below the minimum wage. Start with the EPF Quick Check to see which tier you fall into.

EPF (KWSP) is the foundation of retirement for Malaysians. Its dividend was 6.15% for 2025 and 6.30% for 2024 (the highest since 2017), averaging about 5.9%over the past decade. That sounds solid. But relying on EPF alone is usually not enough for most people, as EPF's own data shows.

Most people have not even reached “Basic”

According to figures cited by EPF and several media outlets, only about 21% of members aged 51–55 have reached the basic savings level for their age group. About 72% of members aged 54 have less than RM100,000, and half have less than RM50,000.

From 2026, the official answer to “how much is enough” has three tiers

EPF's Retirement Income Adequacy (RIA) framework took effect in January 2026. Using age 60 as the benchmark, it sets three tiers of retirement savings: Basic RM390,000, Adequate RM650,000 and Enhanced RM1,300,000, reviewed every three years. The Adequate tier is derived from the Belanjawanku elderly budget of RM2,690 a month over 20 years.

Spread out, it is easier to see. Over 20 years, Basic gives only about RM1,625 a month in the first year, which is below the minimum wage. Adequate is about RM2,708 a month. For real comfort (Enhanced), it is RM5,417 a month. The first time they compare, most people find they are one tier lower than they imagined, or even two.

Why does this happen?

So what should you do?

This is not to say EPF is bad. It is the foundation. But on top of the foundation you usually also need an arrangement that keeps producing cash flow, enough medical protection (medical care in old age is where the money burns fastest), and a clear withdrawal plan so the money does not run out in the first few years.

Want to know which tier you fall into? Open the KWSP app, copy one number and check it with the EPF Quick Check: a result in 30 seconds, no sign-in needed. To work out your full retirement cash flow (EPF plus your other savings, how much you can comfortably spend each month and for how many years), use Spend with Confidence. If you then want to look at it in your own situation, let's talk.

Frequently asked
Is EPF alone enough to retire on?
For most people, usually not. EPF data shows only about 21% of members aged 51–55 have reached the basic savings level. Even at Basic (about RM390,000 at age 60), spreading it over 20 years gives only about RM1,625 a month, below the minimum wage.
What has EPF paid in dividends in recent years?
6.15% for 2025, 6.30% for 2024 (the highest since 2017) and 5.50% for 2023, averaging about 5.9% over the past decade (KWSP). The dividends are solid, but for most members the amount accumulated from EPF alone is still not enough to support retirement. Past dividends do not indicate future performance.
What are EPF's three retirement savings tiers?
Effective January 2026, with age 60 as the benchmark: Basic RM390,000 (about RM1,625 a month), Adequate RM650,000 (about RM2,708 a month) and Enhanced RM1,300,000 (about RM5,417 a month), calculated over 20 years and reviewed every three years.
What else do I need on top of EPF?
Usually an arrangement that keeps producing cash flow, enough medical protection (medical care in old age is where the money burns fastest), and a clear withdrawal plan so the money does not run out in the first years of retirement.

Every situation differs. Yours deserves its own conversation.
